PART OF THE RULES AND REGULATIONS

1. An international competition for instrumental interpretation "4 th International Adolphe Sax Competition", reserved for saxophonists, will be held in Dinant from October 31 st to November 11 th , 2006.

2. The competition is open to the musicians of any nationality.

3. Maximum age of candidate is 30 years (to be younger than 31 on the last day of contest, i.e. November 11 th , 2006).

4. Completed application forms must be postmarked no later than 14 th April 2006. Applicants have to use the required application form.

The documents described in paragraph 15 of the present rules must be attached to the application form. Registration will become effective on payment of the registration fee of 125 €.

5. The International Adolphe Sax Competition includes a preliminary (elimination) round, a semi-final and a final round. Every round will be performed in public.

Candidates will present themselves in the order determined by ballot.

6. All saxophones are accepted for the works chosen by the candidates but only the alto saxophone will be accepted for the compulsory works.

7. The international jury is composed of personalities selected by the Competition's Organising Committee. The whole list of the Jury members will be made public at the opening session.

8. By their registration at the Competition, candidates (or the governmental or academic authorities who represent them) agree to participate (or that the candidate will participate) in all rounds and concerts for which these candidates will be selected by the Jury of the Competition's Organising Committee. All rights are reserved by the Adolphe Sax Competition in respect of any radio and television broadcast, live or recorded, in any country, of tape recordings and of records or laser disc.

Candidates will not be liable for any other payment than the registration fee and accept that they will receive no other advantages than those awarded by the Competition's Organising Committee.

9. Awards and prizes

The six winners will share six prizes in cash for a total amount of 25,000 €.

A Selmer saxophone will be awarded to each of the six winners. A bronze sculpture by the artist Félix Roulin and an original diploma by the engraver Jean Coulon will be handed out to each of them.

Each of the twelve candidates who are not selected for the final, will receive 300 €.

10. Travelling expenses

All expenses incurred for travel to the Competition's venues (Dinant) are to be paid by the candidates. Those who wish may apply to their own competent organization to receive aid or a special grant to participate in the Competition.

11. Accommodation

The Competition's Organising Committee will arrange free accommodation for those candidates who so wish and as far as possible, with host families in and around Dinant. Please note that these families will not be able to entertain members of the candidate's family or friends.

Accommodation will be offered as long as the candidate takes part in the competition.

However host families may invite the candidate to stay longer. Where possible, accompanists (pianists) will enjoy the same conditions of accommodation.

12. Recording

The Competition's Organising Committee is entitled to allow radio and/or TV recording of the concerts and the Competition sessions and to make their recording on any type of support, and this, to the sole benefit of the Competition's Organising Committee.

13. Pianists for accompaniment

Pianists for accompaniment selected by the Competition's Organising Committee will be at the disposal of the candidates; however they may have their own pianist. In this case, the candidate will be responsible for the pianist's well being.

However, the number of candidates accompanied by the same pianist will be limited to 8, irrespective of the round. No dispensation will be allowed.

Rehearsal times with pianists, whether personal or appointed by the Competition's Organising Committee, will be the same for all candidates.

When rehearsing with official accompanists the order will be established by ballot (see art. 29-33).

This rule is valid for all stages of the Competition.

14. Winners' concerts and recordings

The first three prizewinners should take part in a gala concert with orchestra to take place during the three weeks following the final round of the Competition.

Candidates will be advised of the date by September 15 th 2006 at the latest.

The benefits of this concert will go to the International Adolphe Sax Competition.

After each stage of the Competition, candidates may be approached individually by various organizations to give concerts in Belgium or abroad. However, no prizewinner will be allowed to perform in public or to accept to make any recordings in Belgium, for a period of one month from the declaration of results, without the permission of the Competition's Organising Committee.

15. Registration forms

Registration forms can be sent by the applicant him/herself or by the governmental or academical Authorities of his/her country. They will have to be sent by registered mail to the office of the International Adolphe Sax Association, Rue Grande 37, B-5500 Dinant (Belgium) and postmarked no later than the 14 th April 2006.

The deadline may be extended by decision of the Competition's Organising Committee.

To guarantee the good organization of the competition, only the first 140 applications which meet all the requirements (registration from, appendices, payment,.) will be taken into consideration.

Registration fees of 125 € are to be paid by international postal (money) order, payable to the MCD - International Adolphe Sax Association. Registration fees cannot be sent by letter.

16. The following documents, which will remain the property of the Adolphe Sax Competition must absolutely be attached to the registration application:

1. Birth certificate (A);

2. Nationalisation Certificate or a copy of their identity card or passport (A), (B);

3. Two new original and recent passport-size photographs (on a white background), with applicant's name clearly written on the back;

4. A curriculum vitae;

5. A photocopy of the international postal money order receipt to confirm the registration.

6. A good quality copy of the musical score of the piece of music for saxophone which will be performed in the semi-final (ref art 42 § 3)

7. in order to allow the Competition's Organising Committee to assess the candidate's degree of proficiency, he/she must enclose any document that could give some information on his/her qualifications (higher diplomas, letters of introduction, critical notices,...) (B).
The Competition's Organising Committee has the right to use all or part of the given information for written and/or oral presentation of the candidate.

17. Registration forms submitted in accordance with the above instructions will be examined by the Competition's Organising Committee who will decide on their acceptance. There will be no rights of appeal.

18. If the application is introduced by the government of the country to which the candidate belongs, it will be accepted without any other checking other than the age and identity, the chosen musical programme, as the payment of the registration fees.

19. If the applicant's registration is refused, the Competition's Organising Committee will advise the person concerned and return the registration fees. No political, racial, ideological or linguistic reasons could justify refusal. Once the refusal has been advised, both parties will be released from any rights and duties towards each other.

20. If registration of the candidate is accepted, the Committee will notify it to the person concerned. Acceptance results in a contract between the candidate and the Competition's Organising Committee.

21. In case of withdrawal of the applicant, documents sent and registration fees will not be returned to the person concerned.

A) These documents can be replaced with a certificate delivered by the Embassy or by the Consulate of the candidate's country of residence, should the candidate live abroad. Stateless applicants have to produce identity and residence certificates delivered by the Authorities of their country of residence.

(B) Document mentioned in 16.2 and 16.7 of the present chapter is not required when the registration application originates from the Government of the candidate's country of origin.

 

22. The Adolphe Sax Competition falls into in three different rounds:

a) a preliminary round, which aims at selecting 18 candidates who will be allowed to take part in the semi-finals;

b) the semi-finals to select 6 finalists;

c) the final round to determine their order of merit.

23. The candidates will present themselves for the different rounds in the order determined by the ballot.

24. All rounds are public and can be radio broadcasted, televised or recorded with the approval of the Competition's Organising Committee and according to the terms and conditions set out by the Committee.

25. During each round, the candidates must have their original musical scores, unless the work is not or no longer published. The candidates should ensure that they wear appropriate dress for the occasion.

26. The Competition's Organising Committee will examine the quality of each programme submitted by the candidate to the competition and is allowed to ask the candidate to modify his/her programme, if necessary, to guarantee compliance with the Rules. No change to the programme will be accepted on the part of the candidate. Non-compliance with this provision results in automatic exclusion of the candidate.

27. Each candidate to the finals will have the same rehearsal duration with the orchestra.

28. Each candidate who reaches the semi-finals or the finals, must participate in these rounds, except in case of illness or accident. At the end of the preliminary rounds, 18 candidates are selected. At the end of the semi-finals, six finalists are selected.

Balloting of candidates

29. The purpose of the ballot is to determine the candidate's order of attendance. For the preliminary round, candidates will present themselves in alphabetical order, starting with a letter drawn by the Competition's Organising Committee in the presence of the President of the Jury, the General Secretary of the Jury and two witnesses.

Candidates will receive the order of attendance fixed for the preliminary round by ordinary mail.

30. The candidates selected for the semi-finals will receive an individual order of attendance, valid for the semi-finals of the Competition.

31. The candidates selected for the final round will receive an individual order of attendance for the final round of the Competition.

32. If following a case of force majeure, candidates cannot be present when the results of the preliminary round and/or the semi-finals are declared, they have to justify their absence in due time and, on written request, a person chosen by them will represent them and get the information. The candidate has to inquire immediately, from the Competition's Organising Committee, about the day and time he/she has to be at the Jury's disposal.

33. For all the rounds, the order of attendance communicated by the Competition's Organising Committee may only be changed in case of force majeure. The candidate has to justify the change. The Arbitration Committee will examine the reasons put forward and decide as provided in the procedure.

The changes decided will only be valid for the round concerned.

PRELIMINARY ROUND

34. At the end of the preliminary rounds, 18 candidates will be selected for the semi-finals.

35. Candidates will present themselves in the established order of attendance, before the International Jury. All the candidates have to take part in these rounds.

36. Each candidate will present two works:

- 1 compulsory work with piano, specially written for the competition. This work must be performed in its entirety, which the candidates must play at the beginning of their programme:

It is imperative for a candidate choosing to interpret this work to be accompanied by a private pianist. The number of movements interpreted is left to the choice of the candidate taking into account the time available for them to complete their round.

37. The duration of the performance of the preliminary round must not under any circumstances exceed 15 minutes. The performance can be interrupted at any time, by the President of the Jury without causing any prejudice to the candidate's chances to be accepted for the semi-finals.

38. The Jury of this round has to judge whether the candidate has the required qualifications to participate in the semi-finals. Only the first 18 will be accepted to take part in the semi-finals. This number could possibly be reduced by decision of the Competition's Organising Committee.

39. Candidates who are not selected at the end of the preliminary rounds will be free of any obligation to the International Adolphe Sax Competition. Art. 14 also remains in force. Accommodation provided by the Competition's Organising Committee will not be ensured anymore, except by private arrangement between the host family and the candidate.

SEMI_FINALS

40. The purpose of the semi-finals is to select 6 finalists.

41. Candidates will present themselves in the order of attendance fixed by the ballot (see 30), before the International Jury. All selected candidates have to take part in the semi-finals.

42. Each candidate will present 3 works:

- 1 compulsory work with piano, specially written for the competition. This work must be performed in its entirety, which the candidates must play at the beginning of their programme:

No other external technical device will be permitted (sound tapes, amplification, other instruments, etc.).For this work, candidates may not include a work of their own composition.

A good quality copy of the work they have chosen must be attached to the registration papers. This copy will be retained by the Competition Organisers.

43. The length of the performance of the semi-final must not under any circumstances exceed 40 minutes.

Performances can be interrupted at any time by the President of the Jury, without causing any prejudice to the candidate's chances to be accepted for the final round.

44. Only the first six in this round will go through to the final round.

45. Candidates who are not selected at the end of the semi-finals will be free of any obligation to the Adolphe Sax Competition. Art. 14 also remains in force.

Accommodation provided to the candidate by the welcome Committee will not be ensured anymore, except by private arrangement between the host family and the candidate.

FINAL ROUND

46. Each of the six finalists who has performed to the final will be entitled to claim the title of "Prizewinner of the 4 th International Adolphe Sax Competition".

47. The finals will determine the order of merit of the six candidates.

48. Candidates will present themselves in the order of attendance fixed by the ballot (see 31) before the International Jury. All prizewinners must present themselves for this round.

49. The final round includes the performance of the following works:

1. a compulsory work, specially written for this Competition, to be performed with orchestra; the finalist will play the compulsory work first. That work will be sent to the candidates two months before the date of the Competition.

2. a concerto to be performed with orchestra and to be chosen by the candidates in the list hereunder:

Prizes - distinctions and awards

50. There are six prizes:

- First Prize: International Great Prize Adolphe Sax - 8,000 € + 1 saxophone

- Second Prize: Prize of 5,500 € + 1 saxophone.

- Third Prize: Prize of 4,000 € + 1 saxophone.

- Fourth Prize: Prize of 3,000 € + 1 saxophone.

- Fifth Prize: Prize of 2,500 € + 1 saxophone.

- Sixth Prize: Prize of 2,000 € + 1 saxophone.

51. The jury will also award special prizes.

52. The six prizewinners will receive a Saxicare, a work by the Belgian sculptor Félix Roulin, sculptor of the monument "Homage to Adolphe Sax", and an original diploma by the engraver Jean Coulon, signed by the President and the Members of the Jury.

RULES

53. The rules in the present booklet are extracted from the General Rules and contain only the clauses concerning the candidates of the International Adolphe Sax Competition. The General Rules provide other arrangements namely for the guidance of the International Jury and the marking procedure and is at the disposal of duly enrolled candidates, on demand at the following email address: evelyne.prescler@dinant.be.

54. The text of this booklet also exists in Dutch, French and Spanish. Only the texts in French and in Dutch are legally valid.

55. In the event of a dispute, leading to a judicial appeal, only the Courts of Dinant are competent.
